She likes a pop of color on her, and like that pop, also likes to stand out just a bit. Her bangs only seem to further that desire - why stop at the eyes when you can go further down to the nose? Despite wanting to stand out, she's awfully subtle about it, as she stands and dresses very casually (slightly slouchily) and is obviously not following the Popular Girl's Fashion Guide: 2013 Winter-Spring Edition, or else she'd be in something starchy and uncomfortable and pink. She dresses practically (except her hair, which will probably be hard seeing through), which might hint at her hobbies and/or occupation - perhaps she has to work at a multiple amount of places and has to change quickly, she might work at a place where such fashionable clothes would not be appropriate, perhaps she's on her feet all day long, perhaps she does sports, etc. Or it could just tell us that she can't be bothered by such trivial, skin-deep things. However, there is also nothing that suggests that she dresses like this all year round. She might just be on a trip to the nearby supermarket, but she looks like she's standing in a second skin, so I'll dismiss that.
Guessing from her expression, she's reserved but very nice when approached. She does not go out and grab people for fun, but is a good choice if anyone plans to grab her. Of course, she could be completely different to people more intimate with her. I like to believe she'll be a lot brighter and a teeny bit on the crazy side.
Other than that, I can only say that she likes green. Thanks for the exercise!
She doesn't really care about negative feedback, or at least that's what she's attempting to say. The sweatshirt and hair covering her eyes suggests she likes to be a bit standoffish, whereas the green highlights and the yellow stripe on her shirt suggests that she enjoys being seen and noticed. The hair over her eyes may have another purpose: she likes attention, but is somewhat afraid of negative feedback. She's also too cool to let anybody know that. Supporting this is her hairstyle; it's obviously been brushed, but it's not styled in any way. This suggests that she intentionally wants to look like she doesn't care about her hairstyle while actually caring about her hairstyle.
All of this suggests that she received extreme criticism of some sort early in life, or was otherwise not rewarded for efforts. I'd say she probably comes from a poorer family, but at least one family member cared about her.
She's probably not a particularly mean person, but can probably come off as a bit jaded and standoffish.
Also, if you don't have a name for her, Jade would be good (describing her attitude as well as her favorite color, obviously).
The hair covering her eyes threw me for a loop. At first I thought she was shy seeing as most shy cartoon characters have hair covering their face in a vain attempt to hide from the world, her rather plain clothes would assist this theory... but then that green hair. It wouldn't make sense for a shy character to have dyed hair, to also want to stand out and be noticed while hiding. It defeats the purpose.
Logically she's just a character that doesn't give a fuck. She let's her hair grow in front of her eyes cuz fuck it, same with the clothes, they are plain, but probably comfortable and what she wants to wear, and the green strands are just something she likes and couldn't give two shits about what anyone thinks. That would also explain the lack of an expression.
